On December 12, the Party Leadership Group of the China National Intellectual Property Administration held a special meeting to convey and study the spirit of the Central Economic Work Conference, study, deploy and implement the work. Shen Changyu, Secretary of the Party Group and Director of the Bureau, presided over the meeting and delivered a speech.

The meeting believes that this Central Economic Work Conference is a very important meeting convened by the Party Central Committee at an important historical juncture of the end of the 14th Five Year Plan and the beginning of the 15th Five Year Plan. It is of great significance for us to strengthen our confidence, continue our struggle, and smoothly achieve a good start to the 15th Five Year Plan. General Secretary Xi Jinping's important speech comprehensively summarizes the economic work in 2025, deeply analyzes the current economic situation, and systematically deploys the economic work in 2026. The speech is insightful, profound in thought, and rich in connotation, providing scientific guidance for ensuring a good start and a good start in the 15th Five Year Plan. Especially General Secretary Xi Jinping's summary of the "Five Musts" for doing a good job in economic work under the new situation is a profound summary of China's development practice, which has raised our party's understanding of the regularity of economic work to a new height. It has significant guiding significance for us to continuously consolidate and expand the momentum of economic development and win strategic initiative in fierce international competition. Premier Li Qiang has put forward clear requirements for doing a good job in next year's economic work around implementing the spirit of General Secretary Xi Jinping's important speech, which has strong pertinence and guidance.

The meeting pointed out that this year is the final year of the 14th Five Year Plan and also an extraordinary year.   In the past five years, we have effectively responded to various risks and challenges, made new major achievements in the cause of the Party and the state, made solid strides in Chinese path to modernization, and made a good start in the new journey of the second century goal. The achievement of these achievements is fundamentally due to General Secretary Xi Jinping's leadership and scientific guidance of Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, fully demonstrating the decisive significance of the "two consolidations".

The meeting emphasized that next year is the beginning of the 15th Five Year Plan, and doing a good job in economic work is of great significance. We must effectively unify our thoughts and actions with the spirit of General Secretary Xi Jinping's important speech, accurately grasp the overall requirements, policy orientation, and key tasks of economic work in 2026 proposed by the Party Central Committee, combine with the actual work of intellectual property rights, conscientiously implement them, fully play the important role of intellectual property rights in stimulating innovation internally and promoting opening up externally, and contribute more intellectual property power to promoting economic stability and improving quality and efficiency.

We need to improve the intellectual property protection system in emerging fields, accelerate the revision of the "Regulations on the Protection of Integrated Circuit Layout Design", continuously improve the intellectual property protection rules for new fields and formats such as artificial intelligence, biological breeding, and genetic technology, accelerate the construction of a data intellectual property protection system, improve the quality and efficiency of intellectual property examination, and provide strong support for opening up new economic development tracks and forming new international competitive advantages. Secondly, we need to deepen the transformation and application of patents, carefully summarize the practical experience of the special action for patent transformation and application, solidify good practices, promote the institutionalization, normalization, and long-term effectiveness of patent transformation work, and better promote the transformation of scientific and technological achievements into practical productivity. We should vigorously develop the trademark brand economy and geographical indication characteristic economy, and provide good services and guarantees in terms of intellectual property rights. We must focus on better coordinated development and security, strengthen international cooperation on intellectual property rights, adhere to equal treatment and protection of intellectual property rights for domestic and foreign enterprises, and help create a world-class business environment. We need to improve the guidance system for dealing with overseas intellectual property disputes, and effectively safeguard national security in the field of intellectual property and the legitimate interests of enterprises overseas. We must adhere to and strengthen the Party's comprehensive leadership over the intellectual property industry, establish and practice a correct view of political achievements, formulate and implement the "15th Five Year Plan" for intellectual property, and focus on promoting high-quality development. We must promote comprehensive and strict governance of the Party with a clear and resolute attitude, and provide strong political guarantees for the high-quality development of intellectual property rights. We must coordinate and do a good job in all aspects of work at the end of the year and the beginning of the year. To ensure the successful conclusion of this year's work and the planning for next year's work, and to carry out safety management with a sense of responsibility that is always reassuring, to ensure overall safety and stability, efficient operation of all work, and to smoothly achieve the successful conclusion of the 14th Five Year Plan and a good start to the 15th Five Year Plan.
